Badge/Banner not showing up

I just purchased 2 waterfront massacre skins and I got the "Dead Paradise" badge but for some reason the "Help Sign" banner is not showing up and it says I don't have it in my banners. Is this a bug or was the banner removed or was it a limited time thing?
