Fire Up Perk not gaining extra tokens

I was testing out builds in custom games against bots, and tried to use Fire Up for an endgame build, but it would only give me a token for the first gen to pop and nothing after that, even when all the gens get repaired, you only have one token in the endgame. I am unsure if this affects live matches yet as i had only just prestiged Freddy
