The Add-on is supposed to reduce your Hellfire cooldown for each pallet broken up to 5. Instead, it increases your cooldown as it itakes noticeably longer for the next Hellfire to be ready.
PC player here, but I assume it's a global bug.
Just use the Add-on. Ruby Circlet works as intended.
