"Outta Nowhere" Achievement Bugged

SUMMARY OF THE ISSUE:

My "outta nowhere" achievement is stuck at 14/40. I have tried using T1 Myers, tinkerer, machine learning, futuritive chase, ghost face, wraith etc. and none are moving the counter up.

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
There are no step by steps, I just kept trying to go for the achievement and realised it wasn't going up
