Dracula: Using both Hellfire reduction addons still increases Hellfire CD instead of decreasing it

SUMMARY OF THE ISSUE:
Using both Ruby Circlet (decreases Hellfire CD by 10%) and Sylph Feather (decreases Hellfire CD by 5% for every broken pallet to a maximum of 25%) actually increases Hellfire CD to an almost double instead of decreasing it.
Using both addons individually works well, but if you use both of them at the same time, Hellfire CD gets increased for every broken pallet.
PLATFORM: PC (probably on every platform)
