Perk bought in shrine not showing up in blood web for new characters

SUMMARY OF THE ISSUE:
Bought decisive strike in shrine couple years ago. I came back to dbd recently. Now all new survivors I buy do not have the perk decisive strike show up on the blood web anymore.
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
Buy new survivor, level up blood web so that no new perk shows up on it anymore. Result - no decisive strike showed up at all on the blood web.
