Give the whispers perk back to survivors (on spine chill) its not fair that survivors had it removed

Also make survivors able to bleed out faster when in the dying state to prevent holding them hostage.

    Killers get whispers and survivors had theirs removed? Either remove it from killer aswell, or give it back to survivors
