Rapid Brutality sometimes deleting Machine Learning's haste

SUMMARY OF THE ISSUE: Sometimes when activating Rapid Brutality while you have Machine Learning active, the haste from Machine Learning just disappears.
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
1. Get Machine Learning to activate
2. Trigger Rapid Brutality
3. If it works, you will notice you are slower and once Rapid ends, you will see the Machine Learning haste isn't there
