Chucky scamper new bugs after 8.3.1

SUMMARY OF THE ISSUE:

After the bug fix to chucky's scamper he now has 3 new ones.

1. You can flick with slice and dice after scampering, even completely behind you allowing you instantly re-scamper

2. Slice and dice starts recharging when you start scampering

3. The bug that was fixed is still present in a new way, if you try to do the bug like before, your next slice and dice charge is instant.

PLATFORM: Steam

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

1. Attempt to scamper as chucky
2. Notice the power gauge starts refilling instantly
3. Flick your camera to notice the direction is briefly uncapped
4. Slice and dice into the corner of a window to gain an instant slice and dice charge

    I hope the flick after Scamper isn't a bug, because he really needed it, it was horrible not being able to flick after passing under the pallet because the survivor just stayed in the corner and you couldn't do anything.
