Game afoot doesn't work with killer powers.... Again

SUMMARY OF THE ISSUE: Noticed it in an Oni game while in chase with the obsession. Killers powers aren't triggering the game afoot haste effect on pallet break.
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
- Be in chase with the obsession.
- Break a pallet with a killer power or a perk (tested Chainsaws, Oni, Nemesis, and dissolution)
- Watch nothing happen

They fixed Thwack bug in 8.3.1 but didn't fix the older Game Afoot bug.
