Machine Learning Perk Won't Go To Tier 3

SUMMARY OF THE ISSUE: Machine Learning was recently nerfed to 45 seconds of activation.. at least it should be like that in its 3rd tier. Its not, its currently bugged to be tier 2.
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: It isn't really replicating so to say, but perks are ordered by tier to help prove its locked in tier 2, as it should appear towards the very end of the list by the greens when searched for smiilar effects/keywords (I.E. Haste, Aura, or Undetectable)
VIDEO: There is no video for this, as an image should be enough to show what I mean by this.
PLAYER LOGS: No logs needed for this.
