DLC not available on family account now?

So, I picked up the game for xbox, have a family account because I've had my email address for over 20 years. So the wife and kids share games with me on xbox. And before I connected my PlayStation and Xbox accounts, I had gotten some individual DLC for either one of them.

And everybody was able to use any character that I had on my account. Since I connected them and everything is shared now between my PlayStation and my Xbox account, the DLC is not what it used to be. There's only three killers that I do not have, but for some reason when anybody tries to play the game, there's a handful of killers that are still locked for them.

Example:

I bought pinhead, and he is available for everybody

I bought ghostface and he is locked for everybody but me

Has anybody else had this problem?
