Why are the perks in chaos shuffle tier 1?

Is the entire selling point of chaos shuffle not "all perks whether they are in your arsenal or not at tier 3"? This would've taken literally 1 game to playtest and see it wasn't working properly

Thanks for mentioning this, it was unfortunately a bug in the previous iteration of Chaos Shuffle and was not intended.
I hope you were able to have fun with the mode regardless
