The Executioner's power causes big frame stuttering

SUMMARY OF THE ISSUE: Every time The Executioner uses his judgement of the damned attack, I get stuttering for as long as a whole second screen freeze. No matter where he is on the map, it messes with skill checks and is unplayable against in chase. The problem used to only occur for me while I was playing as the killer back when the game was on UE4. Now lately in the past month I've had it happen on survivor too. It's not every single game but it's frequent enough where I just want to quit the match as soon as I see him.

PLATFORM: Steam

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: My PC has a Ryzen 7600X CPU and a RX 7800XT GPU and I'm on Windows 11. And the issue occurs whenever The Executioner uses his ranged power attack.
