Shoulder the burden is weak
After some time has gone by, quite a few people have come to the conclusion that Shoulder the Burden isn't as strong as initially thought. In fact, it's actually very weak. More specifically, it's weak in the hands of solo Q players and against killers who aren't tunneling.
Most players attempting to use this perk will likely only end up getting killed quicker, especially with the added exposed affect which makes it more risky to pull off.
The only players who can properly utilize the perk to its full potential are Swf with proper coordination, but again the perk loses its effectiveness if the killer isn't tunneling.

against killers who aren't tunneling.
not really, If you are survivor who often plays very safe, then this perk is good. It simply gives more time to either worse, or more offensive players.
It doesn't matter at all if killer is tunneling, because it's not time limited. It's actually better, if killer is not going back, because exposed is then not an issue.

it's another strong on paper perk that's gonna be useless in solo q and find better use from coordinated teams
have the devs played solo q? it's not exactly a breeding ground for teammates who will make sacrifices for their teammates. They usually leave you on hook during EG, play selfishly, or just generally play the game terribly. What solo q'er is going to bring this perk and want to trade a hook stage with you, especially if they don't even think you can pull your own weight?
right off the back I wouldn't bring it myself. I've been playing a lot of killer the last month+ and I just recently picked up solo q again, and it's the same garbage as when I stopped playing: inept teammates, not exactly the kind of people that are going to make this perk shine in solo q, which is the player base that this type of perk should be aimed at

I think the entire purpose of the perk is to help with tunneling, and I agree that beyond that it isnt going to be super strong outside of that. Personally I will be running it to alleviate the tunneling on other players

How do you think a perk is going to make your teammates do the stuff you think is best?

not what I said whatsoever.
They already don't play efficiently and often make very stupid choices during the match; these are not the types of players that are going to bring this perk or know how/when to use it. So, the perk is not going to be game breaking as everyone believes and is going to favor swf as usual and will seldom change the outcome of your typical solo q match.

this is the type of perk that pick deja vu, sit on gens entire game, let everyone go to second stage and rush gens. when the person is about to go 2nd stage, you hook trade with them if killer camps. if they don't camp, than you go for safe hook trades and make killer need extra hooks on your teammates to get them out of the game.
it is very simple perk with guaranteed value. it is like having global camaraderie if killer camps or decisive strike given to the teammate. Isn't it going to be fun as killer when you face same guy using dead hard 4 or 5 times per match who might also have resurgence in which they heal themselves immediately after every hook? yay… sounds fun.

The perk seems kind of weak against proxy camping. Which is what it should be effective against, seeing as killers who hard tunnel will almost always proxy camp the survivor to ensure they die early. You unhook a tunneled survivor, gain a hook state and become exposed, meaning that you are going down immediately. So now you are on struggle phase, despite not having any hook states prior. It just seems ineffective.
I would just make the effects of the perk stronger, but add a restriction that stops the perk from activating after a certain amount of gens have been completed. That way it's strong against killers that hard tunnel a survivor out early, but doesn't impact matches that are pretty well balanced.
