2v8 Fearmonger class cooldown bugged

SUMMARY OF THE ISSUE: The team skill for the Fearmonger class says it has a 30 second cooldown but the cooldown actually lasts for 60 seconds.
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
1. Play 2v8 as killer and choose the fearmonger class
2. Injure someone while further than 16 meters to transfer the haste to your teammate
3. Time the cooldown duration.
