Scan Lines And Skull Merchant

I was playing as Skull Merchant and chasing a claw Trapped Survivor; When he ran through a scan line, his Deep Wounds Disappeared Mid-chase and He used Dead Hard.
I don;t think this is very normal, as The Claw Trap Resets everytime a Survivor enters a Scan Line and isnt given Immunity.
Was this changed or is this a cheat?

    I should clarify, I mean it resets while they aren't immune to lines*
