Is that a cheater causing dync issue or not?

Hi, I have encountered an issue today and I want to guys identify the root cause. I pinned a video for you guys to look at.
I really wonder is that cheater on survivor team or am I tripping? Or my Internet? Seems like survivors don't have it, they play normally. First time I reported 2 guys that I assume are cheaters who are caused these desync issues. At least it says, according to a icon, that it desync.
However, my ping seems okay and I don't DC, usually if I lose internet connection I just straight up DC.
I split up a video into 2 parts. You can watch only one of the parts as it shows the same match, showcasing massive lag/dync/cheaters?
