Survivor not unlocked after cross progression enabled

SUMMARY OF THE ISSUE: I just got this dbd on steam when I used to play on xbox, I enabled cross progression and all my other survivors showed up except for Nancy Wheeler. Not sure if this is as expected or not. You can see in the image I have levels with her so must've had her at some point. I can't remember if I got the bundle or just her, I think I may have had steve but am not sure.
