STEP BY STEP:
Wait until the killer decides to camp one survivor (usually on endgame when no anti-camp bar)Try to both save one survivor in this case, she will interrupt one survivor with her dog and give two hits to the other survivor during the unhooking animationShe can easily do this during the endgame, just a guaranteed kill on her partIn general, the killer powers should not work close to the hooked survivor (good example Artist\Skull Merchant) or tweaked for such scenarios

I don't see a problem, each killer has their specific strengths, and hers and some other killers' strengths is to guarantee a kill on the hook. If the save is risky, don't save, there's no problem with the killer have one more kill.
