What's the ETA on the default emblems & banners?

I understand that this isn't the most important thing right now.

Last year around this time we were reassured that emblems & banners for characters that didn't have them would be retroactively added to the game.
What happened to that?
it's odd seeing emblems & banners being exclusive to twitch when we don't even have the default ones yet.
