in Feedback and Suggestions

i started using this perk recently but it felt somewhat underwhelming, maybe one of the following buffs could be implemented ?
1) cooldown reduction to 40s (down from 60s)
or
2) increased duration of the hindered penalty to 8s (up from 6s)
or
3) increased hindered penalty to 30% (up from 20%)
