File removed every 4th or 5th time booting up the game since doomed course update

SUMMARY OF THE ISSUE: there is a file that keeps getting removed on its own that causes the game to not launch. Every 4th or 5th time the computer turns on, the file is missing and must be reaquired with verify integrity of game cache. After if locates which file to reaquire there is a disk write error that requires restarting the computer in order to bypass the error, download the file and play the game.
PLATFORM: steam/pc
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: every 4th or 5th time turning on the computer and then clicking play.
