Does Legion get Killer Instinct on dying state survivors?

I'm just wondering if Legion gets Killer Instinct on survivors that are in the dying state during Feral Frenzy since they obviously cannot be hit with the power in that health state.

    No, the Feral Frenzy killer instinct detection does not work on survivors in the dying state.
