Clean Break needs a slight buff

i feel like 60 seconds is really a long time for these Broken to healed perks, if you're gonna make it a perk you should make it a little more worthwhile or as rewarding as using an Anti-Hem Syringe. Some of the items/add ons if you stash especially are seemingly way more useful then trying to get the same results with perks, just use items.

or like I said, make the perk better, at least give a haste or something if you're gonna commit to being broken for a time
