Brown items in winter chests

SUMMARY OF THE ISSUE:

(Not sure this is a bug) it seems we are supposed to find fire cracker or items of a rare quality or better. I've played this event many rounds and still found brown toolbox and medkit. Didn't bring event offering since it's bugged.

    There is two type of chest in the match are you 100% you are getting the brown items from the event chest and not from the normal ones?
