Monstrous Mayhem completes on first basement hook

SUMMARY OF THE ISSUE:
The tome challenge Monstrous Mayhem from level 3 of the first tome states "Hook a Survivor in the Basement while another Survivor is on a Basement Hook. Do this 1 time, while having Scourge Hook: Monstrous Shrine equipped." However if you have Monstrous Shrine and another Scourge Hook perk equipped, it will complete on the first hook in the basement, even if nobody else has been hooked there.

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
- Select the Tome challenge "Monstrous Mayhem"
- Equip the Scourge Hook: Monstrous Shrine and Scourge Hook: Pain Resonance
- Play a round of the event gamemode as killer
- Hook a Survivor in the basement
- Notice that the quest is prematurely finished
