Revert machine learning bug fix nerf.

I rather have 2 kicks for 60 seconds than 1 kick for 45 seconds because most of the time I already kicked a random Gen and then comprised another. The 15 second nerf is pretty noticeable. 1 kick and 60 seconds was decent and fun. You lose 2 gens in the first chase so your not going to proc it then. Please revert the 15 second nerf. It’s such a niche perk idk why it was touched.

    the perk is weaker then before it was buffed. BVHR balance changes in a nutshell for killer.
