Whispers QoL
I think Whispers is fine for the most part as a perk but it just need IMO a slight QoL update with a Token system.
•Whenever at least one Survivor is within 48/40/32 meters of your location, Whispers gains 1 Token, up to a maximum of 4 Tokens:
Whispers loses a Token if a Survivor moves away from you or is hooked. You hear the sporadic whispers of the Entity.

That would be a nice buff, but I would still not play it.

The issue with making hooked survivors not count for Whispers is that it would give you perfect info on whether someone else is near the hook or not which turns Whispers into an unhealthy perk for camping.

It could also work with hooked survivors. It would say have two tokens instead of one. Besides there are better perks for camping.
