First loading screen freeze

SUMMARY OF THE ISSUE:
This is brand new to me, i have verified all files multiple times. Every time i try to open the game it makes a smaller version of the loading screen but still covers my whole monitor expect it adds another loading circle is on the top middle and red and i can't use that monitor until I close the application, everything on the screen is completely frozen but i can still hear the music. this has been happening as of the new patch a couple of days ago. you cannot wait it out either.
