Skull Merchant Drones Not Spinning

SUMMARY OF THE ISSUE:
Drones have a pretty moderate chance of not spinning in-game, remaining pointed in the direction you placed it.
The Unmoving Scan Line can be very frustrating because while that effect can be useful when planned in advance, it's very jarring to realize one of your tools is not performing the way you planned.
