New Nightmare is great but with some small concern
The new Nightmare is much better than his Live server variant, his add-ons are what SHOULD be for all killers (Pyramid Head is looking awfully giddy for the same kind of changes). Although I'm not a fan of making his new meme add-on the Green Dress being a rare add-on, maybe swap it with one of the common ones. His new Dream Snare is much better being able to go through walls and reaching 18m to force a medium vault instead of fast vaults makes him quite a bit more of a threat and they are also somewhat capable of dodging.
His Dream Pallets seem like a major miss, in exchange for being able to blowing them up, BHVR allows Freddy to be stunned by his own power? Not only that, but when Survivors get near them they can clearly see that they're fake and see the AoE of their detonation range so they can drop them before they blow up to stop them from blowing up to deal damage. Like a Survivor is approaching a fake pallet, Freddy sets it to detonate, Survivors sees the AoE show up and drops the pallet, Freddy still gets the Basic Attack hit. Or, Survivor sees the detonation AoE, doesn't drop it, takes the Rupture damage and sprints off with the on-hit speed burst, Freddy catches up and lands a follow up Basic Attack. Or, Freddy doesn't Rupture the pallet, Survivor drops it, Freddy respected the pallet and swings after it breaks, gets the Basic Attack. Or, Freddy doesn't respect the pallet, it breaks and Freddy still gets the Basic Attack unless there's a window at this loop to save them. Point is fake pallets were bad in the Live servers and the PTB fake pallets aren't any better just because Freddy can Rupture them. Getting a Rupture hit seems more difficult than getting a cross map hatchet on Lery's. There is too much telegraphed information about the Dream Pallets for Survivors to make them of any use.
The second concern I have about new Nightmare is having unlimited range Killer Instinct on any Survivor participating in healing while asleep. I'm hopeful that this interactions is driven into Survivor skulls to Wake Up before doing healing as the hooked Survivor Wakes Up upon being hooked, so they SHOULD Wake Up the rescuer before they do any healing, but if they don't there will just be complaints of mass tunneling off hook because this mechanic makes it insanely easy to find his tunnel target if they don't Wake Up prior to healing even if Freddy doesn't teleport to the Killer Instinct. I also think the 12m max teleport range to healing Survivors is a bit close especially since his teleport speed went from 4 seconds to like 2.5, there's much less time to react. Maybe also include a laugh audio sound to him teleporting to healing Survivors to differentiate him from teleporting to a gen.
