How do regional servers work exactly?

I am in Eastern Europe, and recently learned about the London-Frankfurt servers. It seems I play on the Frankfurt ones (despite London being a bit closer to my location), where I find people with different alphabet and language. Is there a way to switch to London servers using a console or I will be forever stuck in Frankfurt?
