SUMMARY OF THE ISSUE: Resurgence perk not triggering
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
I was unhooked from a hook with the perk resurgence equipped, and when being healed found that the perk had not worked correctly.
