What's the point of terror radius perks?
I'm not talking about undetectable or anything that stops the terror radius I'm generally talking about the perks that give an effect for terror radius perks like coulrophobia, distressing, unnerving presence, overwhelming presence, septic touch and more.
In all my time playing survivor, I haven't seen a killer use any of these perks. I played since 2019.
Isn't it just sad that there are so many perks and yet only a few are being used? What can be done about this?

I used to use Distressing 100% of the time before they removed the BP bonus. And I've had Coulrophobia and Unnerving Presence used against me plenty. Coulrophobia is impossible to heal through, at least for my friend and me on PS4 and Switch.

Overwhelming Presence and Septic Touch are both some of the worst perks in the game. Not only are the effects restricted to the terror radius, but the effect themselves just aren't even that great. You could make both of them work map-wide and they still wouldn't be very good perks.
When Distressing lost its BP bonus it needed much more than just a 4% terror radius increase, that didn't really make it stronger at all.

Literally every other Doctor and Wesker I face brings at least one terror radius perk

I once saw a random in solo queue that was trying and failing to heal with Self Care in the terror radius of a Wesker with Distressing, Coulrophobia, and Unnerving Presence lol.

Coulrophobia is an anti-healing perk, but most people use it as a slugging perk since you can intercept pick-ups and force the pick-up to take longer, it reduces the ability to reset. Coulrophobia (in my opinion) is the best of the Terror Radius perks in terms of functionality.
Distressing amplifies Terror Radius perks and does nothing else (since they removed the Bloodpoint effect).
Unnerving Presence is for meme skill check builds, it really does nothing outside of that.
Overwhelming Presence was designed as a F2P player's access to countering items since Franklin's was locked behind a paywall. Even still, it's really bad compared to the alternatives.
Septic Touch is designed to make things harder for Survivors if you intercept a heal but the effect is just really bad compared to other perks that do the same thing.

Overwhelming Presence predates Franklin's. I'm honestly not sure what they were cooking up with that design. Same kind of era that saw Beast of Prey release with a 2 minute cooldown.
As for the OP, having a perk tied to the Terror Radius does not make in inherently good or bad. It's the effect that decides it. Perks like Coulrophobia, Infectious Fright and Starstruck are very good, but perks like Septic Touch and Overwhelming Presence are literally bottom of the barrel in terms of effectiveness.

They're meant to be useful for Killers that have large Terror Radiuses or players who enjoy messing with those mechanics, but in my experience they're never useful these days.

Yes but no.
DBD's development cycle has always involved many chapters being planned months upon months in advance. Leatherface's perks were already leaked months in advance before they came out, and the development cycle was probably even earlier than that. It is likely that both perks were being worked on around the same time.
In terms of release, Doctor did come out faster, but the development cycle for them could vary.

Doctor and Wesker can make some proper nasty builds with them, especially on maps like Midwich, but they are generally not great perks unless you commit to certain playstyles.

Unnerving presence is designed to counter toolboxes. it is just really bad at doing that because skill-check are not hard enough. i wish they would add 30/40/50% increase to skill-check speed so if you can potentially make survivors miss skill-check to render toolbox less effective.
Overwhelming presence is to counter Iri keys and flashlights. it does also counter toolboxes and healing but it is unlikely to do that because those items tend to be used away from killer. it would like be better if it drained charges like 0.5/1/1.5 charges per second while in TR.
They seem to have made TR perk to counter each of survivor items:
Coulrophobia →Med-kit
Unnerving →Toolbox
Overwhelming → Flashlight/Black key
