Struggle hook skill check bug when Shoulder the Burden used on me

SUMMARY OF THE ISSUE: Shoulder the Burden was used on me by a teammate to bring me from 2 hook stages back to 1, and my struggle skill checks on my third hook (second struggle phase hook) had smaller success zones as if they carried over from my first struggle phase. For the last half or so of the second struggle phase, I actually didn't have skill checks any more.
PLATFORM: PC - Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Get hooked twice. Have teammate use shoulder the burden on you. Get hooked a third time and observe skill checks
