If the developers really want to prioritize solving bad perks, we might as well start by scraping the bottom of the barrel. After performing a Rush Vault action in a Chase, Cut Loose activates for the next 4/5/6 seconds:
- Suppresses both the Loud Noise Notification and the sound effects triggered by rushing to vault.
- Successfully performing another Rush Vault action while Cut Loose is active resets the timer.
Cut Loose has a cool-down of 45 seconds.

CHANGE: Cut Loose activates for 7/8/9 seconds.
CHANGE: Cut Loose has a cool-down of 30 seconds.
- It makes absolutely no sense for Cut Loose to have a higher cool-down than Finesse.
Important Context
- Vault perk "Dance With Me" has a cool-down of 20 seconds.
- Vault perk "Quick and Quiet" has a cool-down of 20 seconds.
- Vault perk "Finesse" has a cool-down of 30 seconds.
Discussion
- Is this enough to make the perk not suck? We want to make a difference, not more busywork.

I had a similar idea, but with a bit more to it:
• Decrease the cooldown to 30 seconds.
• Increase the activation window to 6/8/10 seconds.
• Additional effect: Each time you vault a unique window while the perk is active, your vaulting speed is increased by 3%, up to 15%. The initial vault doesn't count towards this effect.1
