Eyrie of crows dream pallets spots that should be possible to put it

SUMMARY OF THE ISSUE:
PLATFORM:
Basically there are some spots on eyrie of crows that doens't have a pallet, this is normal, but the strange part is that I can't put a dream pallet on them for some reason, i draw a circle to indicate where should be possible to put a dream pallet.
