can't unhook a survivor when victor is latched on me

PLATFORM: pc/steam on controller

INSTRUCTIONS:

1. actors: kate, claudia, twins. map: rpd west wing.
2. perks on kate: shoulder the burden, kindred, off the record, we'll make it. claudia & twins - any perks.
3. get claudia on the last stage, hooked at the first hook you see in the east wing corridor when you go from the main center towards east through the hole in a wall. there is a locker (or 2? don't remember) right next to that hook in the same corridor.
4. get victor latched on kate. run around for 40 seconds or so.
5. kate unhooks claudia. a prompt doesn't appear, there's only 1 button saying to crush victor

i don't have a video but if you need player logs i can send these too.

whether is it an expected behavior - well, twins wiki doesn't mention anything about unhooking when victor is latched, only mentions incapacitated, and the wiki for incapacitated clearly shows ✅ unhooking other survivors - allowed, as well as online footages show it's possible, and from my previous experience too.

so either fix the bug please, or if it's expected bhvr, update the wiki and maybe patch notes, so people know what to expect. it was really FRUSTRATING, poor claudia died because of this, and people relied on me to unhook her wasn't happy as i was unable to do.
