New Killer Idea (Pennywise maybe)

A new Killer idea that would be kind of the opposite of Michel Myers in the sense of, instead of stalking, they would get tiers (not sure what buffs should be) for having longer chases. Kind of a Anti Long Looper Killer making survivors having to lose chase or swap in and out of chase would be the way to combat it. Would fit Pennywise as he is about raising Fear in his 'prey' and Chase seems like the place where he would be able to raise it.
