Incentive incorrectly tracking and applying

The incentive is "blinking" between roles. This is causing bloodpoint gains to be inconsistent. Affecting at least NA servers, as I have heard from friends West, Central, and East reporting this as well. I have a UK friend who says they haven't seen this on EU servers.
Sometimes it happens seconds apart, sometimes it remains stable for hours.
