Why is dbd not xbox play anywhere

Xbox play anywhere is Microsoft's system to share game ownership between xbox and pc (xbox app). Dbd already has robust cross progression and already exists in both places. I've already spent a good amount of money on this game, but being forced to pay another $20 just to switch platforms feels exploitative—especially when Microsoft already has a semi-streamlined solution for this. Xbox gamepass already gives you access on both marketplaces, but if one went out of their way to purchase the game and support the devs directly they have to pay twice? I don't really get it. Why isn't dbd xbox play anywhere?
