Can plot twist trigger the surrender?

I know we haven't had the ptb yet but if what the title states is true doesn't that mean that SWFs would be able to dodge maps without any consequences? For context the ptb aims to enable a surrender option for survivors if all 4 of them are down on the ground, plot twist is a perk that can trigger the downed state on command if injured. Hopefully this isn't a problem because this would be detrimental for game health if you could just dodge a lobby and get the bloodpoints, etc.

The devs saw the trolling from a mile away. You'd have whole teams with plot twist+no mither ending matches in 3 seconds.
