    Not a bug.

    This perk is one of the 9 perks from the Stranger Things characters. Back when the license was removed in November 2021, all perks from Nancy, Steve and Demogorgon were made universal. This meant you could acquire them from and level them up in the Bloodweb without owning or having prestiged the corresponding characters.

    Ever since the return of the license to DBD in 2023, these perks are locked as teachables again. You can still use and equip them if you already have them on your characters, but in order to level them up further you have to prestige the corresponding characters at least once. In this case, that would be Nancy Wheeler since the perk shown is one of hers.
