A Technical Question about Singularity/Hux

In YoBro's "The Advanced Guide for Singularity" he brings up the fact that if a slipstreamed survivor rescued someone from the hook, they person that got unhooked would immediately have slipstream spread to them no matter what. However, even after testing this in custom matches, no matter what I did the person that was unhooked wouldn't get slipstreamed regardless of the person unhooking them being slipstreamed.

Am I doing something wrong here, did this get patched with his 8.1.0 update, or does this only work with Crew Manifest/Android Arm?
