Unable to Pickup Survivor

SUMMARY OF THE ISSUE: I was unable to pickup the survivor near a wall and had crows on him (maybe that's why?)
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Typical game and I was unable to pick him up
