Why is my friend's hosting laggy?

Hello,

From my understanding, DBD connects through dedicated servers and switched off peer to peer connections a while back (before I started to play). Lately, when one of my friends host, we have about 120-200 ping and packet loss. He has a VPN, but he turns it off when playing video games. We live about 30 miles away from each other in US central, so I would assume whether he or I host we would get the same server. When I host it's about 30-50 ping and no regular packet loss. How could him hosting effect the connection so much?
