Kaneki Dash grab not Injuring

EDIT: Apparently this is not a bug and I'm silly and you can only injure on the second or third dash
SUMMARY OF THE ISSUE: Sometimes even in the open, when Kaneki successfully grabs a survivor with his Kagune they will just not get injured and the animation will be partially cancelled.
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Play Kaneki, grab survivors even in the open, and sometimes they will just not get injured.
Sometimes it does seem like its like a "hook breaking" but other times it is straight up in the open and they dont get injured
