Right-Click Scrolling on Scrollable UI Elements does not work

SUMMARY OF THE ISSUE: In previous builds people with Mouse + Keyboard control schemes could hold right click and drag through scrollable UI elements to scroll through quicker, in the current build (8.6.0) this is not present anymore.
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
- Go to any scrollable element that uses the newer UI (most elements by this point, notably the Killer or Survivor selection panel)
- Hold right click on the panel, even if it's over a button element
- Drag up or down while holding, when it works a hand icon appears and when letting go while scrolling it maintains your scroll speed.
