Ways the developers could make the game better for new players
Longer tutorial where the newbie players experiences a full game: This new tuturial would feature three bot teammates and one bot killer. The survivor wouldn't be killed, but would be assigned various tasks such as complete generator, looping killer, heal teammate, protection hit, blind killer, open exit gate, open chest, use medkit, find hatch, find and cleanse hex totem, all while in a complete game with other teammates. Extra blood points would be given for each bot match, with new objectives adding varying complexity of tasks. And available bot killers to practice against.
Have the chat feature locked until the newer player has achieved a particular milestone, such as one prestige character or so many hours or games. This would go a long way in shielding newer players from the absolute onslaught of aggression that can come with playing dbd. It would also make it more of a hassle for trolls and cheaters who can constantly make new accounts and immediately have access to chat, as they would have to have to take extra steps to access it.
Stronger base kit perks for survivors. One of the things that goes on with newer players is that they're more than likely starting out with free characters, not dlc ones with the more meta perks to combat things like tunneling. The survivor perks most people start out with are usually either a good way to get the team killed (self caring in a corner) or situational perks like left behind, which you won't get too much use out of if you're dead three seconds into the match.
A mentor program where experienced players are encouraged to play games with newer players. I think the best way to learn dbd is in a setting where somebody can walk you through things like looping, doing generators, unhooking etc. It could either be in a public or custom match, since both have their own strengths. There could be rewards ir tomex for playing with players with low hours or even a section of the game created to match mentor players with newbie survivors.
Blood points given for playing in custom games, so newer players can practice and still feel like they're accomplishing something, even if they routinely die in public matches with barely any blood points at all.
Especially with five nights at Freddy's on the horizon, I think it's important to consider how Dead by Daylight can make the introduction to the game more fun, less stressful and easier to grasp for those just starting out.

I agree, the tutorial needs a big overhaul.

I have an idea!
Let's make the bots do anything other than loop the entire game! That'll really let players practice without wanting to rip their hair out!

One perk tier is sufficient.
